Hourly email limit in cPanel

Question

Is there a way in cPanel that we can allow clients to send as many, but queue up if more than 500? then after 500 will released again?
 

this is so that at WordPress side it won’t have an error and yet it will still send but later in the queue.

At this time, there is no way to have mails over the hourly limit to be queued. Any emails over the users hourly limit and would immediately be discarded until the hour has passed, at which point new emails would be sent out.
